外国人在京“刷脸”即可开公司！北京进一步便利外商投资

1月18日，美籍自然人Emilia（艾米莉亚）在北京市丰台区市场监管局，通过北京企业服务“e窗通”微信小程序“刷脸”，成功完成全程网办外资企业登记业务，并领取今日金点（北京）文化发展有限公司企业营业执照。这是北京市市场监督管理局进一步便利外商投资企业登记政策实施以来，又一户通过简便认证方式在京全程网办的外资企业。

日前，在北京市市场监管局等多部门的联动下，北京市已实现持“外国（地区）护照”的外籍自然人，在北京企业服务“e窗通”微信小程序通过“刷脸”方式全程网办外资企业登记业务。自1月18日起该项政策在全市全面实施。

“改革以前，外籍自然人办理外资企业登记需要提供所在国家出具的自然人身份附加证明文件，或在境内办理银行卡后通过银行卡完成实名核验，并且必须到营业厅现场办理，整套办理流程大约需要2至3个月。”丰台区市场监管局登记注册科科长刘若说，为了进一步方便外籍自然人在京投资兴业，市市场监管局、市政务服务管理局、市经济和信息化局等部门深入开展调查研究，实现持“外国（地区）护照”投资人可通过更简便方式进行身份核验，进一步打通了外籍自然人投资者企业开办全程网办通道，降低了企业兴业成本。

“我刚刚通过‘刷脸’就完成了公司的注册流程，没想到工商注册流程能这么简便！不用到现场递交材料，所有流程在网上都能完成，真是太方便了！”艾米莉亚激动地说，“我迫不及待地要开启在中国的创业之旅，也诚挚地邀请各个国家的人们来中国创业。”

“目前，北京市有约3.5万户外资企业。北京市市场监管局一直致力于设立外资企业的全程网办，在原有六类符合条件的人群全程网办的基础上，进一步拓宽数据来源，通过‘刷脸’实现外籍自然人在北京设立企业的全程网办。”北京市市场监管局登记注册处处长玄洪波表示，市市场监管局将会同有关部门继续聚焦外资企业开办便利化，提供更多网上办理途径，积极开展促进经营主体高质量发展登记试点，推动外资企业等各类经营主体高质量发展。

Foreigners applying to start a company in Beijing can now complete the entire registration process online through facial recognition, according to the city's market regulation authorities.

The new policy, which went into effect on Jan 18, is the latest move by the Chinese capital to streamline the procedures for obtaining business licenses by foreigners, notably reducing the registration time.

Emilia Mpwo Bywaters from the United States became one of the first beneficiaries of the new policy. With the assistance of a staff member at the government service center of Fengtai district on Jan 18, Bywaters completed the registration of a cultural development company in less than 10 minutes. The process involved submitting the company's information and undergoing facial scanning through a WeChat mini program on her phone.

"The entire process for foreigners to get the business license used to take two to three months," said Liu Ruo of the market regulation bureau of Fengtai district.

Before the implementation of facial recognition, foreign nationals applying for the registration of foreign-funded enterprises in Beijing were required to furnish additional proof of identity issued by their home country or region. Alternatively, they could undergo real-name verification by acquiring a bank card in China, and the applicant had to be physically present for identity authentication, according to Liu.

Beijing will continue to facilitate the process of establishing foreign-funded enterprises to drive the high-quality development of various types of business entities, according to the municipal market regulation bureau.
