据北京市科委、中关村管委会消息，目前北京独角兽企业数量达114家，近五年来保持平稳增长态势，数量始终保持全国第一。
北京市科委、中关村管委会近日组织召开《关于进一步培育和服务独角兽企业的若干措施》（简称“独角兽十条”）实施座谈会。根据12月份的最新梳理情况，截至目前，北京独角兽企业数量114家，较2023年中期增加6家，较2022年同期增加12家，近五年来保持平稳增长态势，数量始终保持全国第一。这些企业总估值5215亿美元，超级独角兽企业（估值过百亿美元）5家，硬科技独角兽企业占比60%以上。
会上，北京市人民政府党组成员、副市长于英杰指出，独角兽企业具有高成长性，是新经济发展的“风向标”。北京市在充分征求独角兽企业意见的基础上，出台了“独角兽十条”。希望独角兽企业不断加大研发投入，注重知识产权保护，在服务国家科技创新和高水平自立自强方面发挥更大的作用。北京将着力支持以独角兽企业为代表的民营企业开展科技创新，支持企业通过北交所上市，努力培育一批能够代表中关村、代表北京、代表国家参与全球竞争的创新型企业。独角兽企业正在面临更加复杂的全球性挑战，需要有效市场和有为政府的充分结合。北京设立了四只科技创新的基金，注重投早、投小，持续为企业提供更加精准的人才政策保障。
According to reports, the number of unicorn companies in Beijing currently stands at 114, having maintained a steady growth trend over the past five years and consistently ranking first in China.
Recently, the Beijing Municipal Science & Technology Commission and the Zhongguancun Management Committee organized a symposium on the implementation of ten measures for cultivating and serving unicorn enterprises. At present, there are 114 unicorn companies in Beijing, an increase of 6 compared to mid-2023 and an increase of 12 compared to the same period in 2022. The total valuation of these companies is 521.5 billion US dollars.
Yu Yingjie, Deputy Mayor of Beijing, pointed out that unicorn companies are the "vane" of new economic development. Based on the suggestions of enterprises, Beijing has launched relevant measures. It is hoped that unicorn companies will continue to increase their investment in research and better promote national scientific and technological innovation. Beijing has established four funds for technological innovation to provide more talent policy support to enterprises.
《若干措施》的支持对象为独角兽企业和潜在独角兽企业，主要包括10项具体举措，涉及20个市级部门，具体如下：
The ten measures are aimed at supporting unicorn companies and potential unicorn companies, and are as follows:
一是主动挖掘培育独角兽企业
建立独角兽企业服务库；鼓励专业机构积极挖掘和培育独角兽企业。
Proactively identify and nurture unicorn companies by establishing a database of unicorn company services and encouraging professional institutions to actively discover and nurture such companies.
二是开展独角兽企业战略级创新服务
将独角兽企业和潜在独角兽企业纳入市级企业“服务包”，建立市领导定期调度、行业管家常态化服务机制。依托中关村独角兽企业发展联盟建立社会服务管家队伍，建立由市领导牵头的战略服务机制。
Provide innovation services to unicorn companies by including them, along with potential unicorn companies, in the city-level enterprise "service package." Establish a social service management team and a strategic service mechanism led by city officials on basis of the alliance of Zhongguancun unicorn enterprises.
三是强化独角兽企业科技创新主体地位
支持独角兽企业建设高能级创新平台；支持独角兽企业牵头组建创新联合体；对在关键核心技术攻关承担重大任务的企业，给予最高不超过1亿元支持；为独角兽企业提供先进算力支持。
Emphasize the role of unicorn companies in scientific and technological innovation. Support these companies in establishing high-level innovation platforms and leading the formation of innovation alliances. Offer up to 100 million yuan in support to companies undertaking major tasks in key technology innovations and provide advanced computing power to unicorn companies.
四是支持独角兽企业参与应用场景建设
鼓励在京中央单位、市属国企、领军企业向独角兽企业开放场景；引导独角兽企业相互开放场景和数据。
Assist unicorn companies in participating in application scenario development. Encourage leading enterprises in Beijing to open up their scenarios to unicorn companies and guide them in sharing data and collaborating with one another.
五是加大对独角兽企业的资金支持
建立市级重点科技企业和项目投资统筹机制，协调国资参控股资本，引导社会资本投向硬科技独角兽企业等高成长创新型企业。对独角兽企业开展“贷款+外部直投”业务。
Enhance financial support for unicorn companies by establishing a coordinated mechanism for investing in science and technology enterprises and projects at the municipal level. Encourage social capital to invest in hard-tech unicorn companies and other innovative enterprises. Implement a "loan + external direct investment" program.
六是支持独角兽企业加快登陆国内外资本市场
为独角兽企业提供高效便捷的上市服务；将独角兽企业纳入信用报告替代无违法违规信息查询改革试点；在中关村注册的独角兽企业上市后，可享受股权激励分期纳税政策。
Facilitate the listing process of domestic and foreign markets for unicorn companies. Provide efficient and convenient listing services, include unicorn companies in the credit report instead of conducting inquiries for illegal or irregular information, and offer staged tax policies for equity incentives once a unicorn company registered in Zhongguancun goes public.
七是保障独角兽企业空间需求
推动建立独角兽企业聚集区；对独角兽企业适用混合用地政策，依法实现“拿地即开工”；对独角兽企业在京新增布局项目给予较大力度支持。
Ensure adequate space for unicorn companies by promoting the establishment of unicorn enterprise clusters and implementing mixed-use land policies for them. Aim for "construction commencement upon land acquisition" and provide support for new layout projects of unicorn companies in Beijing.
八是加强独角兽企业引才落户支持
加大对独角兽企业人才引进落户支持，引进应届生可实行计划单列；对居住证、公租房、博士后工作站给予重点支持；为外籍人才提供“两证联办”便利服务。
Support talent recruitment and settlement for unicorn companies, and implement separate hiring plans for graduates. Provide assistance in applying for residence permits, public rental housing, and postdoctoral workstations. Offer convenient services for foreign talents to obtain work permits and work-type residence permits.
九是支持独角兽企业融入全球创新网络
对设立境外研发机构、开展PCT布局等给予政策支持；提供数据跨境便利化服务；举办全球独角兽企业峰会。
Assist unicorn companies in integrating into the global innovation network. Provide policy support for establishing overseas institutions and conducting a PCT layout. Offer facilitation services for cross-border data and host global unicorn enterprise summits.
十是探索营造包容审慎的监管环境
实施“包容审慎”监管试点；加快落地先行先试举措；营造良好的舆论环境。
Explore and create an inclusive yet regulated environment. Conduct a pilot program for regulation and accelerate the implementation of pilot initiatives to foster a favorable public environment.
