多方努力下,一个更加便捷、优质、高效的支付样本脱颖而出。4月8日下午,在中国人民银行等部门的指导和北京朝阳区政府的支持下,蓝色港湾宣布成为“朝阳区支付服务示范街区”,并成为全国首个“入境消费友好型商圈”。
同时,多家境内外支付企业、银行、主流商圈和服务业机构代表发起了“入境消费友好型商圈共建计划”,将在未来6个月内,把共建入境消费友好型建设商圈的“北京经验”推广到全国主要城市,共同提升来华消费体验。
外籍客商蓝色港湾体验“无缝支付”
“我能够像在本国一样扫码支付,无缝衔接的感觉真是太好了!”捧着从小商贩手中买来的两包鸽粮,今年25岁的巴基斯坦商人Rana一边喂着鸽子,一边难掩眉眼间的喜悦。
这是Rana第一次来中国参加广交会,首站落脚北京。和Rana做生意的中国伙伴选择在蓝色港湾和他碰头,并带着孩子在爱神广场上喂鸽子,令他意外的是,他竟然能抢着扫码买单成功。
“不仅是买鸽粮,这里的整体消费体验都特别友好。”Rana告诉记者,在蓝色港湾,他度过了充实且有趣的一天:在喜茶经店员推荐,点单了金凤茶王;在BHG超市,买来了北京小吃和熊猫玩具;在提督餐厅,尝鲜了北京烤鸭和乌龙茶。“整个过程我都是用本国电子钱包Nayapay直接扫码支付,连支付宝都不用下载。”
在“入境消费友好型商圈”蓝色港湾,喜茶店员用英语为巴基斯坦游客点单,用二维码收款在商场服务台,记者看到,数十份中英双语的《数字支付指南》在架子上一字排开,供消费者取阅。前台显眼处也摆放有多个英文提示牌,提示指导外籍游客如何绑定Visa国际卡或境外电子钱包进行移动支付。“我就是在前台客服的帮助下,还领到了18元移动支付优惠券。”Rana笑着说。
“近来商场内的外籍消费者逐渐增多,我们致力为他们提供更舒适的购物环境。”蓝色港湾商圈总经理张晓飞表示,支付便捷度是营造消费友好体验的重要一环,目前商场所有商户的收银台前都有显眼的“可用你的本国钱包扫码支付”的英文提示,重点商户可接受Visa刷卡,不但能提供英文菜单,部分服务员还能用英文交流。
境外钱包“朋友圈”范围再扩增
Rana享受到“一部手机游北京”,得益于我国境外钱包移动支付的“朋友圈”越扩越大。8日,巴基斯坦电子钱包Nayapay宣布通过Alipay+支持在华支付消费。Nayapay支付CEO拉卡尼表示,期待能借此与中国加深合作,推动亚洲地区贸易迅速增长,商旅来往更密集。
外籍人士可在中国直接使用境外电子钱包,扫描中国移动支付二维码付款,这套方案被称为“外包内用”。截至目前,通过接入Alipay+,共有来自中国香港、中国澳门、韩国、新加坡、泰国、马来西亚、蒙古、巴基斯坦等地区的11个电子钱包可直接在境内无缝消费。
通过Alipay+跨境服务,目前11个境外钱包来华可直接扫码支付,其中巴基斯坦纳雅贝支付(NayaPay)是最新的另一方面,下载支付宝APP后绑定境外银行卡的“外卡内绑”方案也在积极推进。据支付宝方面介绍,目前该方案支持五大卡组,即Visa、Mastercard、JCB、DinersClub、Discover等主流卡组,已服务了来自200个国家和地区的境外游客。Visa全球副总裁、中国区总裁尹小龙也表示 ,希望能通过多方合作,创新共建,共同改善国际游客的支付体验。
中国银行北京分行党委委员王亚说,将推动以蓝色港湾为代表的重点商圈外卡受理环境优化,并提供广泛覆盖的现金及零钞兑换服务,提升境外来华人员支付便利度。
入境消费友好“北京经验”将全国推广
“北京市将进一步加强市区联动,全面提升重点区域、重点场景的银行卡、移动支付、现金等支付受理环境。”北京市地方金融管理局副局长张颖表示,将打造一批无障碍支付服务示范区,为外籍来京人员等群体提供多元化支付服务,让外国朋友感受到首都金融服务的温度。
商圈服务国际化是落实支付便利化工作的重点。据悉,目前朝阳区已经按照“大额刷卡、小额扫码、现金兜底”的整体思路,实现SKP等5个商业体的外卡POS机全覆盖,并准备上线朝阳区外币兑换点位地图小程序,推出英文版《朝阳外国人手册》1.0版本等,为外国朋友提供可视化指引帮助。
北京各商业服务业企业也积极响应。4月7日,北京市商业联合会联合各相关行业协会发布了“优化支付服务 提升支付便利性”倡议书,号召全市重点商圈、重点景区周边的商业零售业和餐饮业企业,主动布放或升级境外银行卡受理终端(POS机),改善银行卡受理环境。
8日,多名境内外支付和金融行业、商业服务业代表还在蓝色港湾发起“入境消费友好型商圈共建计划”,蚂蚁集团、网联清算有限公司、中国银行、VISA、收钱吧、滴滴出行等企业、机构首批加入,将在主要商旅城市推出以重点商圈为核心的入境支付便利服务提升行动。
“未来6个月,我们将联合社会各界伙伴,持续聚焦入境支付和消费难点,把共建入境消费友好型建设商圈的北京经验推广到全国主要城市。”蚂蚁集团全球业务服务部总经理薛竑彦说,公司还将从各大出入境口岸、高铁站、网约车等交通出行场景入手,加大支付便利化宣传力度。
"I have to say, it felt so good to scan and pay with my mobile phone just like back home!" exclaimed Rana, a 25-year-old businessman from Pakistan who had an enjoyable time at Solana. "I used my own country's e-wallet NayaPay for all my payments, with no need to download Alipay or anything else."
On April 8, with the guidance of the People's Bank of China and other administrative authorities and the support of the Beijing Municipal Bureau of Local Financial Regulation and Supervision and Chaoyang District People's Government of Beijing Municipality, Solana was designated as the payment service demonstration block of Chaoyang District and the first "Inbound Consumer-Friendly Business District" in China.
Ensuring convenient payment options is a crucial element in fostering consumer-friendly experiences. Currently, every cashier within the mall prominently showcases English signs indicating "Scan to Pay with Your Local E-Wallet", while key merchants accept Visa cards for transactions. Moreover, numerous restaurants not only offer English menus but also have staff members proficient in English communication.
At the local malls' information desks, dozens of copies of Digital Payment Guide in both Chinese and English are neatly arranged on shelves for consumers to read. Additionally, multiple English signs are prominently displayed at receptions, offering guidance to foreign tourists on binding their Visa cards or overseas e-wallets for mobile payments.
Foreigners can utilize overseas e-wallets in China to pay directly by scanning QR codes for mobile payments in the country. Currently, through integration with Alipay+, a total of 11 e-wallets from countries such as the Republic of Korea, Singapore, and Pakistan, as well as regions including China's Hong Kong SAR and Macao SAR can be used for QR code-based transactions in the Chinese mainland.
Chaoyang District has achieved full coverage of foreign card POS machines in five commercial complexes including SKP, and is preparing to launch a map mini-program presenting the locations for foreign currency exchanges in the district. Additionally, version 1.0 of the English Chaoyang Foreigners Handbook will be released to provide visual guidance for foreign visitors.
On April 8, representatives from the payment and financial sectors, and commercial service industries in China and other countries and regions launched the "Joint Construction Plan for Inbound Consumer-Friendly Business Districts" at Solana. Leading companies and institutions such as Ant Group, NetsUnion Clearing Corporation, Bank of China, Visa, and DiDi Chuxing were among the first to join. They will roll out initiatives to enhance inbound payment convenience services in key business and travel cities, with a focus on core business districts.
Representatives from multiple Chinese and foreign payment companies, banks, major business districts, and service industry entities are collaborating to promote the "Beijing Experience" of jointly constructing "Inbound Consumer-Friendly Business Districts" in other major cities throughout China.
